This statue was erected in appreciation to Ronald Reagan for mentioning the small town of Temecula in a speech about the 1983 Olympics. They renamed the Rancho California Sports Park "The Ronald Reagan Sports Park" in his honor too.
"There are similar stories right here in California, the folks in a rather small town, Temecula. They got together and built themselves a sports park, held fundraising barbecues and dinners. And those that didn't have money, volunteered the time and energy.
